Study on Existing Policies on Small Tea Growers in India

The problems related to the small tea growers in India are enormous. It includes problems relate to proper land document, absence of land regularisation by various state governments, policy hazards like lengthy registration process, and high amount of salami for vest land. In addition, due to their unorganised nature they have little bargaining strength with Bought-leaf factories (BLF). Consequently, STGs are not receiving fair terms of trade for their products. Moreover, poor agricultural practices lead to production of low -quality leaf. Weak extension services along with absence of adequate policy protection hinders smooth functioning as well as fetching fair price in the market. This study verifies the policy initiatives meant for the tea producing sector in general and for STGs in particular, adopted by Tea Board and local, state and central governments to improve the conditions of the targeted group. The study also examines the existing landholding pattern of STGs in India. It also reviews initiatives and supports from institutions like UPASI, Tea research institutes and other organizations.
